About 'state colleges florida'|Florida State College Student has Dreams Out of this World

COMMENTARY               |               The               Associated               Press               reports               that               the               state               of               Florida,               in               the               form               of               Gov.

Rick               Scott,               has               just               approved               several               initiatives               to               make               higher               education               more               affordable.

A               higher               education               task               force               had               been               convened               to               find               ways               to               maintain               college               affordability               in               the               state,               known               for               its               low               tuition               rates,               and               counterbalance               some               $300               million               in               government               funding               cuts               to               public               colleges               and               universities               without               raising               tuition               prices.

One               of               the               task               force               proposals               is               to               offer               different               tuition               rates               based               on               degree               program               in               order               to               encourage               more               students               to               study               in               high-return               fields               like               science,               engineering,               and               medicine.

Students               who               choose               to               major               in               high-return               fields               will               have               lower               tuition               rates               than               students               who               wish               to               major               in               programs               like               art               or               music.

The               proposed               multi-tier               tuition               system               would               remain               in               place               until               Florida's               unemployment               rate               drops               below               7               percent.

While               this               system               makes               some               economic               sense,               it               does               not               take               Sherlock               Holmes               to               predict               that               some               heated               lawsuits               are               likely               to               be               filed.

It               also               raises               some               important               questions               about               the               role               of               higher               education               in               society               and               the               value               of               "non-economic"               programs               like               Arts               and               Humanities.

Florida               has,               in               a               sense,               just               given               fields               of               study               different               economic               values.

How               will               students               and               parents               react?
And               when,               exactly,               will               7               percent               unemployment               be               reached?

Does               the               figure               include               underemployment?

What               if               circumstances               arise               where               it               appears               that               7               percent               unemployment               will               never               be               reached,               perhaps               reaching               a               long-term               low               of               7.25               percent               due               to               unique               characteristics               of               our               new,               modernized,               globalized,               part-time-worker-preferred               economy?

Though               I               applaud               Florida's               efforts               to               prevent               college               tuition               prices               from               rising               out               of               control,               I               caution               against               rushing               into               a               multi-tier               tuition               system               without               making               sure               some               real               planning               is               done               to               answer               the               public's               inevitable               questions.
I               majored               in               the               Humanities               in               college               and               ended               up               becoming               a               high               school               social               studies               teacher.

I               like               to               think               that               I               perform               a               valuable               public               service.

Though               I               freely               acknowledge               that               my               Humanities               studies               were               unlikely               to               reap               major               financial               dividends,               I               feel               that               things               turned               out               OK               both               for               myself               and               for               society.

Should               I               have               been               charged               more               money               to               go               to               college               than               some               engineer               wannabe?

These               questions               will               hit               hard               and               Scott               should               do               his               homework               in               preparation               for               them.
